The new initiative, called Transforming Rental Assistance (TRA), would begin in FY11 with a first phase in which $350 million would be committed to allow public housing agencies (PHAs) and private owners of federally subsidized stock to voluntarily convert their current federal housing subsidy streams into a new Rental Assistance for Preservation and Transformation (RAPT). The new federal subsidy stream would be something akin to the project-based voucher program.
HUD’S Housing Choice Initiative (CNI)
According to HUD materials, CNI will “provide competitive grants to assist in the transformation, rehabilitation and preservation of HUD public and assisted housing.” HUD’s proposal seeks $250 million in FY10 for grants that HUD would award competitively to local governments, public housing agencies, community development corporations, assisted housing owners, and other for-profit and nonprofit entities.
